KIEV, Sept 11 (Askume) – Ukrainian President Volodymyr Zelenskyy said on Wednesday he hoped to present a “victory plan” to U.S. President Joe Biden this month that would strengthen Kiev and have a “psychological” effect, pushing Russia to end the war.

Speaking at the annual Crimea Platform event in Kyiv, Zelensky said it was important for Ukraine to present the plan to its allies ahead of a second international peace summit later this year.

“If partners support it (the plan), it will be easier for Ukraine to put pressure on Russia to end the war,” he said.

“What is the purpose of this plan? It is a serious plan to strengthen Ukraine, and in my opinion it will have a psychological and political impact on Russia’s decision to end this war.”

Zelensky first spoke about the plan last month and said he wanted to discuss it with Biden and his two potential successors after the US presidential election in November.

Zelensky is expected to attend the United Nations General Assembly later this month.

The incident comes at a crucial moment in the war, as Russian troops continue to advance in eastern Ukraine despite a surprise incursion by Kiev forces into Russia’s Kursk region last month.

Ukraine is pressing for a follow-up summit to advance its vision for peace. Russia conspicuously did not attend the first summit in Switzerland in June, despite a large delegation.

Kiev expressed support for Russia’s participation in the next meeting, as many southern countries want to see both sides involved in the war. Moscow has said it will not negotiate with Kiev as long as Ukrainian troops are on its territory.
